Valley Dental Access Project

 

Goals:  2002-2003

Evaluation Date:  October 31, 2003

 

Policy 1: Governance

Goal:   Facilitate the Board annual review of Board Governance Policies by December

31, 2002. 

Policy 2:  Budget/Financial

Goal:  1.  Develop financial/funding plans (including contingency plans) to address the

     future of the RRVDAP and each of its projects by December 31, 2002. 

2.  Secure funding needs determined by the plan by March 31, 2003.

 Policy 3:  Recruitment (Expanding and Developing the Workforce)

 Goal 1: Continue to develop a grassroots “recruitment clearinghouse” concept that

  positions RRVDAP in an integral and productive role of increasing the workforce

  in the broader RRVDAP by: 

a.  gathering information from communities in catchment area of current needs  

b.  develop and maintain contacts with those who are aware of or are potential

     dentists, or auxiliary staff; such as dental schools, undergraduate programs,

     dental hygiene and assisting programs, or other means as identified, etc.  

            c.  collaborate with others, such as the ND and MN dental associations in

     activities toward to Coordinated strategies to expand the workforce.    

d.  collaborate with communities and others to expand the dental workforce

     through means such as Economic Development activities, loan repayment,

     tax breaks, transitional plans for purchasing practice, etc. 

           e.  Explore opportunities to collaborate with Dental Schools such as the U of MN

                on strategies to prepare students to work with public sector and in rural

                settings.   

            f.   identifying any opportunity that presents itself that has potential for

                recruitment such as the U of MN Mobile Dental Clinic 

2. Evaluate revenue-producing opportunities for recruitment activities.  

 

Policy 4. Education/Prevention

Goal:  Achieve goals as described in the Health Tomorrows HRSA grant by end of first

grant year, February 28, 2003.

 

Goal #1:  Remove barriers that prevent access to dental care

Develop a case-management model designed to assist in the attainment of dental appointments

Policy 5 & 6:  Assuring Services

Donated Dental Service Program

 

Goal 1:  Demonstrate growth of DDS program in Red River Valley area through

   increase in number of providers and dollars of dental treatment provided 

Goal 2:  Assess opportunities for the RRVDAP involvement in the statewide DDS

              program.

Emergency Care Services

Goal 1:  Develop comprehensive marketing/communication plan for UC program by

              September 30, 2002. 

Goal 2:  Complete guest licensure process of all participating ND licensed dentists by

              October 31, 2002. 

Goal 3:  Evaluate UC utilization and determine appropriate time to implement second

             clinic.   

Goal 4:  Measure, analyze and report utilization and effectiveness of program using the 

             below measures and goals.

Anesthesia Care

Goal 1: Research issues related to anesthesia care for uninsured, medical assistance

  and special populations and identify opportunities for resolution.

Advocacy

Goal 1:  Gather information and survey all counties identified in the project (primary     sources to be; public health, dentistry and hospitals), compile and communicate report to the RRVDAP Board of
current dental access issues in these communities. 

Goal 2:  Assess appropriate data to measure access, collect data and communicate
outcomes to RRVDAP Board.
 

Goal 3:  Develop a systematic communication process with policy makers to communicate issues related to oral healthcare, advocating for issues of converge, Medicaid reimbursement, etc.   

Goal 4:  Coordinate a “Dental Access Summit” to gain input and identify issues in the RRV.
