President Sherlyn Dahl called the meeting to order at 5:30 pm.
Agenda Items
- Welcome and Introductions
- Minutes from the June 29, 2005 meeting were
approved as presented.
- Budget items:
- AAP paid the additional expenses incurred from
the Catch activities in the amount of $843.98. The Catch pilot project
was to assess the feasibility of the pediatrician, family practice
physician and/or extenders, applying a fluoride varnish to the teeth of
low-income children in Cass County as a model project for implementation
statewide in North Dakota.
The fluoride varnish has credible evidence to support prevention of
dental caries when applied early and regularly. The pediatrician and
family practice physician’s office has access to children at an early age
where this procedure could most effectively be performed. Dentists
typically do not see children under the age of 3 and access of high-risk
children (where this project is targeted) to dental offices is very
difficult. The medical community would have advanced training on the
fluoride varnish program. The
targeted group was specific to 6 month to 3 years of age for applying the
fluoride varnish. The fluoride varnish was part of the wellness checkup.
The pilot fluoride varnish project was implemented in the FHC site in Fargo. The Pilot
project submitted written information to the all-governing bodies for
approval of the placing of the fluoride varnishes on children in the
target specific age group by the medical providers. The North Dakota Sate
Board of Dental Examiners requested an opinion from the States Attorney
General regarding the medical community applying the fluoride varnishes.
It is the opinion of the Attorney General that only licensed dentists and
licensed
dental
hygienists may apply fluoride varnishes.
The law would have to be
changed
legislatively which convenes in 2007. The FHC had placed 100 +
fluoride varnishes on the target age specific group.
- RRVDAP received from Valley
Community Health Centers reimbursement for putting together a
business plan and facilitating meetings for the Northwood – Grand Forks area in
the amount of $2,325.47. We will check with Sharon Ericson
to see if the RRVDAP can be of further assistance.
- The 2005-06 budget
will be formatted into the FundEZ so that all
cost centers will be displayed for revenues and expenses. It will be
emailed out to the Board for review. The 2005-06 budget
was table until it is formatted in the FundEZ.
It will be presented at the next Board meeting.
D. New Business:
- Strategic Planning: Sherlyn
Dahl and Becky Lommen met with Eric Monson from
Novus. We presented the history of RRVDAP:
Financials for 4 + years. Mr. Monson is to return with the information
for a Strategic Planning Meeting for the RRVDAP. The service of the Novus is through a grant fund from DMF. This
strategic planning session will assist RRVDAP as to where RRVDAP is going
continue with all facets: Education/ Prevention and /or Urgent Care for
the next years to come.
- Urgent Care Advisory Committee met on August
11, 2005. The membership includes persons from: 8 dentists, 1 dental
assistant, 1 dental hygienist, 1 Migrant Health, 2 EMS
from the local hospitals. The Advisory Committee is responsible for
fundraising for Urgent Care, schedule of the UC calendar and etc. UC
Advisory Committee submitted the copy of the media release so that RRVDAP
Board members are aware of the information.

RRVDAP received
the Delta Dental grant for Education/ Prevention in the amount of $10,000. It
is for one year. And it covers 11 counties in Minnesota. The Education/Prevention
Coordinators are already scheduling and planning events and activities.
- Staff Reports:
i.
Education/Prevention
Coordinator: Mary Sandy completed a conference in Chicago for the HRSA. RRVDAP is in the final
year of the grant. Mary Sandy will check with other projects about their
sustainability that are in their final year of the HRSA grant.
ii.
Mary Sandy
reported the WIC in Becker
County is doing fluoride
varnishes on the young children that come to WIC. The staff received advanced
training to be able to perform this procedure.
iii.
GKAS: Dr. Skari is going to send out letters to the dentist stating
that GKAS will be starting off in November 1st and 3rd as
screening dates for children. RRVDAP will assign the patients to a dental
office. GKAS participation hasn’t been on the February date in the Fargo
Moorhead area so thought that this would work well for the dental offices to schedule
the GKAS patients into their schedules.
iv.
Urgent Care is
running smoothly with little or no problems.
- Other: RRVDAP will continue with the present
board membership
until we receive
information from the Strategic Planning session meeting.
